The product certification body offers you its services in the field of product conformity assessment with the requirements of the National Certification System of the Republic of Uzbekistan. The Law “On Certification of Products and Services” in the Republic of Uzbekistan provides for two types: mandatory and voluntary.

Mandatory certification of products is a confirmation of product safety, which is a mandatory requirement of the legislation in the field of technical regulation.
Voluntary certification is carried out at the discretion of the manufacturer. The result of certification work is obtaining a certificate of conformity. Conformity assessment is also carried out by the Certification Body through the acceptance of a manufacturer’s conformity notice, which certifies that the products manufactured by it comply with the established requirements.
The Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 122 dated April 28, 2011 established the List of products subject to mandatory certification and determined additional measures to improve certification procedures and introduce quality management systems.
The requirements for regulatory documents used in the certification of products are established in the “Rules for Product Certification”, registered by the Ministry of Justice of the Republic of Uzbekistan under No. 1458 dated 18.03.05.
The deadlines for the completion of product certification work are established in accordance with the “Product Certification Rules” registered by the Ministry of Justice of the Republic of Uzbekistan No. 1458 dated March 18, 2005, “Certification Rules for Certain Types of Homogeneous Products Subject to Mandatory Certification”, registered by the Ministry of Justice of the Republic of Uzbekistan No. 1513, as well as the requirements of the fundamental documents of the National Certification System of the Republic of Uzbekistan.

Documents required for issuing a certificate of conformity
For certification of imported products:

  • product labeling sample (product information);
  • a shipping document with a mark of arrival in the customs territory of the Republic of Uzbekistan (waybill, invoice, invoice).
    To obtain a certificate of conformity for manufactured products:
  • a copy of the normative document for manufactured products;
  • product labeling sample (product information);
  • a copy of the sanitary and epidemiological conclusion (if necessary).
    The procedure for certification of products includes:
  • filing an application for certification (application form);
  • analysis of regulatory documents for the declared products and other documents attached to the application;
  • making a decision on the application;
  • identification, sampling;
  • preparation of a test program in accordance with the mandatory requirements of the product regulatory document;
  • examination of the state of production of products (for certification schemes No. 3 and No. 4)
  • testing samples in the testing laboratory;

APPLICANT MAY:

  • choose the form and scheme of conformity assessment provided for certain types of products that meet the established requirements;
  • apply for certification to any certification body whose scope of accreditation covers the products that the applicant intends to certify;
  • apply to the accreditation body with complaints about illegal actions of certification bodies and accredited testing laboratories (centers) in accordance with the legislation of the Republic of Uzbekistan;
  • use technical documentation to confirm the conformity of products with established requirements, applicable to these products.

APPLICANT MUST:

  • fulfill the conditions for the certification procedure established by the Product Certification Body and provide various information necessary to assess the conformity of the products being certified;
    — provide copies of certification documents in accordance with the requirements of certification schemes;
    — to ensure the stability of indicators (characteristics) of products, which are confirmed by a certificate of conformity, to the requirements of regulatory documents;
  • release into circulation products subject to mandatory confirmation of conformity only after such confirmation of conformity has been carried out;
  • indicate in the accompanying documentation information about the certificate of conformity or declaration of conformity;
  • comply with the established requirements, the requirements of the certification body or certification schemes regarding the use of conformity marks, references to product certification in the media;
    — submit to the authorized bodies of state control (supervision), as well as to interested parties, documents confirming the conformity of products to the established requirements (declaration of conformity, certificate of conformity or copies thereof);
    — suspend or terminate the sale of products, if the validity of the certificate of conformity or declaration of conformity is suspended or terminated, except
  • expiration of products put into circulation on the territory of the Republic of Uzbekistan, during the validity of a declaration of conformity or a certificate of conformity, during the shelf life or service life of products established in accordance with the current legislation of the Republic of Uzbekistan;
  • to provide all the possibilities to the specialists of the Certification Body during the inspection of production or inspection control (in accordance with the certification schemes);
    – ensure the stability of indicators (characteristics) of products, which are confirmed by a certificate of conformity;
  • notify the product certification body in advance in writing of all planned product upgrades (modifications), changes in its design (composition), production technology, test and control methods, acceptance rules. Carry out planned upgrades (modifications) of products and other changes, only with the consent of the product certification body that issued the certificate;
  • notify the Certification Body of changes that may affect the fulfillment of requirements for objects of conformity assessment, including established certification schemes;
    – to suspend the production of products that have passed the confirmation of conformity and do not meet the requirements of regulatory documents, based on the decisions of the authorized bodies of state control (supervision);
  • in case of suspension or cancellation of certificates of conformity, immediately stop using all advertising materials that contain any references to certification and return all documents from certification at the request of the certification body;
    — not use the certification of its products in such a way as to damage the reputation of the Product Certification Body and not make any claims about the certification of its products that the Certification Body may consider as unauthorized or misleading;
    keep a record of all complaints (claims) for certified products and immediately notify the Product Certification Body about them in writing, take measures by decision of the Product Certification Body to identify and identify hazardous products.
  • PRODUCT CONFORMITY CONFIRMATION SCHEMES BY CONFORMITY CERTIFICATION
  • Certain certification schemes are established in the relevant rules for the certification of homogeneous products and other regulations containing requirements for homogeneous products. At the same time, the complexity of the scheme, due to the volume of checks, depends on the degree of danger of this product.
  • The certification scheme in each case is chosen by the certification body, taking into account the applicant’s proposals, the volume and delivery time, test methods, production features and the risk of violating its stability, as well as the potential danger of these products for consumers.
  • Certification within the framework of international systems or agreements is carried out according to the schemes provided for in them.
  • Recommended certification schemes used in the National Certification System of the Republic of Uzbekistan (NSS RUz)
  • Scheme No. 1 is used in the certification of a type sample and provides for the testing of products in an Accredited Testing Laboratory (AIL) according to mandatory indicators, primarily safety. This scheme is also used in the absence of a clearly defined regulatory document (RD) for products.
  • Scheme No. 2 is used in the certification of a type sample and provides for testing products in AIL to verify mandatory indicators. This scheme provides for the inspection control of products by testing samples taken in the field of trade (from the consumer).
  • Scheme No. 3 is used in the certification of manufactured products and provides for testing products in AIL to verify mandatory indicators and a survey of production. This scheme provides for inspection control at the enterprise with testing of products taken from the manufacturer.
  • Scheme No. 4 is used in the certification of manufactured products and provides for testing products in the AIL to check the required indicators and inspection of production. This scheme provides for the inspection control of products by testing samples taken both from the sphere of trade (from the consumer) and from production.
  • Scheme No. 5 is used in the certification of manufactured products and provides for testing products in the AIL to verify mandatory indicators, surveying production or assessing the quality system. This scheme provides for inspection control with product testing and production surveys (or assessment of the quality system).
  • Scheme No. 6 is used in the certification of the quality system and provides for its assessment and subsequent inspection control.
  • Scheme No. 7 is used in the certification of a batch of products and provides for product testing.
  • Scheme No. 8 is used in the certification of each single product.

  • Products certified according to schemes No. 3, 4, 5, 7, 8, 9 can be marked with a mark of conformity in the prescribed manner.
  • If necessary, a copy of the sanitary and epidemiological conclusion and information about other requirements established in the RD (veterinary and phytosanitary conclusion, environmental certificate).
  • THE DECLARATION MUST CONTAIN THE FOLLOWING DATA:
  • name and address of the supplier submitting the declaration;
  • product name, type or model number, as well as additional information characterizing the product (lot or series number, grade, etc.);
  • the exact and full name of the normative documents to which there are links;
  • product release date, batch or series volume, expiration date, transportation period;
  • date of submission of the declaration;
  • Full name, position and signature of an authorized person acting on behalf of the supplier;
  • reference to quality system certification;
  • name, address of the testing laboratory, as well as a link to the document on its accreditation.
